Update to OCPP Boot Notification Handling

An update has been deployed to improve system stability in scenarios with unusually high volumes of OCPP BootNotification messages.

When a manufacturer sends an excessive number of BootNotifications — most commonly seen with OCPP connections via proxies — the platform will temporarily refrain from handling and forwarding these extra messages.

Impact
• No impact on charging or any other charger functionality
• Chargers continue to operate normally
• Only the additional BootNotification messages are skipped during throttling

This change is live and ensures stable operation under high-load conditions.
