Charger status handling

We’re updating how charger statuses are managed in eMabler. Until now, a charger was shown as offline right after the connection was lost, while its sockets turned offline only after 15 minutes without contact. With this change, both the charger and its sockets will go offline together if the system misses two heartbeats in a row — in about 7 minutes.

This update only affects how statuses are shown in eMabler. It does not change any external integrations or data push behavior.
